Abstract
Improving American education is one of the top domestic issues in our country today. The proposed book will analyze the national education goals and the major federal compensatory education program, Title I of the Elementary and Secondary Act (ESEA) of 1965, from Ronald Reagan to George W. Bush. The national education goals played a key role in framing debates over the new directions in K-12 education reforms such as America 2000, Goals 2000, and No Child Left Behind.
The book will be based upon in-depth archival analyses as well as interviews with key participants. The project will use documents from the federal government, private groups, educational organizations, academic analysts, and the media. While this analysis relies heavily on published and unpublished documents, it supplements that information by oral interviews with many of the participants.
